清水河县地处半干旱黄土丘陵地区，环境条件相对较差,是一个农
村人口占绝大多数的国定贫困县，亟待进行新农村的建设来改变落后现
状，以实现其农村地区经济、社会、生态协调可持续的发展。
本文以地理学的系统分析方法为基础，以社会—经济—生态复合系
统理论为指导，结合村镇规划设计的理论与方法，综合应用理论探讨与
实证分析相结合、定性分析与定量分析相结合、案例调查与典型剖析相
结合的研究方法对清水河县新农村建设评价与规划进行了研究。首先从
调查分析清水河县农村居民点建设状况及存在的问题入手，证实新农村
建设是其农村发展的趋势；其次结合以上研究内容和清水河县农村社会
经济发展的特点，按照一定的基本原则，从生产发展、生活宽裕、乡风
文明、村容整洁、管理民主五个方面构建清水河县新农村建设评价体系，
对清水河县新农村建设进行综合评价，评价结果为：清水河县农村即将
初步达到新农村建设标准、清水河县全面实现新农村建设目标呈健康发
展趋势、从清水河县各年的新农村建设类指标评价指数排序及其变化情
况来看，农村整体发展水平在稳定提高，但农村建设各目标方向的发展
水平和发展速度有所差异；再次，对清水河县新农村进行规划建设探索，
设计新农村建设模式，并确定规划的主要内容；最后，以清水河县一个
行政村为研究案例，运用相关理论，对其进行新农村建设评价与规划设
计。本文通过对清水河县新农村建设评价与规划的研究以及对具体个案
的分析，不仅对增强清水河县农村经济发展动力、农村城市化和基础设
施建设、改善农民生活条件、促进农村社会全面进步、实现农村经济社
会的良性循环有着重要的理论与现实意义，而且对黄土丘陵区以及贫困
地区的新农村建设具有拓展意义。

ABSTRACT


The County of Qingshuihe is not only located in semi-arid region of
loess Plateau with poor environmental conditions, but also it is a distressed
country and the bulk of the population are farmer, so it requires the
construction of the new socialist countryside to change its status quo, in
order to achieve sustainable development of its economy, social, ecological.
Based on the method of economic analysis of geography and
social-economy-ecological system theory, with the theory and methods of
town planning and design, combined the theoretical and empirical analysis,
qualitative analysis and quantitative analysis, case studies and analysis of a
typical, the paper studies on the evaluation and planning of the new
countryside of the Qingshuihe County. First, analyses the construction of the
situation and the troublesome problem of the countryside of Qingshuihe
County through rural survey, which can confirmes that the new socialist
