低碳消费的科学内涵与发展途径
[摘 要]当前，我国正处于工业化、城镇化进程的关键时期，扩大内需已成为未来转变经济发展方式、推动经济增长的重要战略。同时，我国消费模式和消费结构正在转型，消费对碳排放的推动作用日益显现。如果缺乏科学有效的政策引导，未来我国消费发展很可能陷入高消费、高碳排放的路径，从而加剧我国面临的能源安全和碳排放问题。本文在对低碳消费的概念及其科学内涵作出界定的基础上，重点分析了发达国家推动低碳消费的建设路径，并结合我国国情提出了低碳消费的政策框架，最后提出了推动低碳消费发展的对策建议。

Title： The Scientific Connotation and Development Paths of Low-carbon Consumption

Abstract： At present， the process of industrialization and urbanization process has reached the critical period in China. Expanding domestic demand has become an important strategy to promote economic growth and the future transformation of economic development. Meanwhile， China’s consumption patterns and consumption structure are going through a transformation， and the consumption which effects？on the carbon emissions is increasingly significant. If there is a lack of scientific and effective policies， China’s consumption development will be very likely to fall into the path with high consumption and high carbon emission. It will exacerbate the current situation of energy security and carbon emission. Base on the definition of the concept and scientific connotation of low-carbon consumption， this paper focuses on analyzing the paths of promoting the low-carbon consumption in developed countries， proposes a policy framework of low-carbon consumption and then gives some suggestions for low-carbon consumption taking China’s real conditions into consideration.

党的十八大报告把生态文明建设纳入中国特色社会主义事业“五位一体”总体布局中，低碳发展、循环发展、绿色发展已成为我的提高以及人口的增长，消费对环境及碳排放的影响日益增大。未来随着新型城镇化战略的深入推行，消费对碳排放的推动作用会更加显著。因此，推动实现消费的低碳化，就成为低碳发展的重要战略。当前我国推进低碳发展的相关政策主要集中在生产领域，对消费问题重视不够，同时低碳消费涉及面广、综合性强、非常复杂，政策支持十分薄弱。为推动我国低碳消费的发展，本文在厘清低碳消费的概念和科学内涵的基础上，借鉴国外低碳消费的发展途径与政策工具，结合我国国情，提出适合我国低碳消费的政策框架以及具有可操作性的对
