摘 要
广东移动的无线网络规模和用户规模均处于全国领先地位。GSM 网络经过十多期工
程的建设已经日益完善，积累了全国最庞大的语音用户群。随着数据业务的迅猛发展，
TD-SCDMA 网络经过四期工程的建设，基本实现城市热点区域的覆盖，WLAN 网络作为数据
业务发展的有效分担方式，成为新的建设重点。网络建设、网络维护、网络优化环环紧扣，
对保障网络质量起着至关重要的作用。网络三年滚动规划是整个项目实施的基础。无线网
络的总目标是以合理的投资构建符合近期和远期业务发展需求并达到一定服务等级的移
动通信网络。无线网络规划目标具体体现在覆盖、容量、质量和成本四个方面。
本论文主要研究了无线接入网的三年滚动规划。采用了理论结合现状、发展策略与
建设方案并重、语音和数据业务需求容量核算规划体系等方式方法。得到的无线接入网三
年滚动规划不仅体现了无线接入网未来的发展策略，还满足了节能减排及共建共享要求以
及网络建设规模及投资需求。做好地市级无线接入网三年滚动规划，可以总结现有网络的
优劣势，预测网络未来的发展规模、技术应用，为 网络未来的建设、优化、规划提供依据，
对运营商的网络发展具有十分重要的意义。

ABSTRACT
Scale and the users of Guangdong mobile radio network are leading position in the country.
GSM network after more than 10 periods the construction of the project has been increasingly
improved. The most huge speech user group has been accumulated. With the rapid development
of data services and the TD-SCDMA network of the four phase, the city hot regionals have
