工 程 验 收 工 作 规 范
 一、竣工资料提交 
工程完工后施工单位应在最短的时间内（客户工程5个工作日内，割接工程15个工作日内）提交电子版路由图，图纸上要求登记施工负责人和联系便于维护人员查询情况。在未上缴电子版路由图期间，由原施工单位承担维护责任。工程竣工后15天内（最长不超过2个月），施工单位按照规范要求编制竣工资料一式五份，交工程验收小组（由工程建设和维护部门联合组成）审查。提交正式竣工资料文本同时可认为施工单位提出验收申请。工程小组对竣工资料后逐一登记编号，并根据审核程序对竣工资料进行初步审查，主要内容为核对竣工图纸和设计图纸、初审材料耗用清单、核对施工联系单，检验技术指标的测试记录是否真实合理，对管线工程要及时组织管道试通工作。初审合格的工程项目，由工程验收小组根据先后次序和工程轻重缓急情况，通常情况下在一个月内安排验收。 无特殊情况，施工单位在工程竣工后的2个月内不提交竣工资料，每推迟1个月将在决算中扣除10％的项目施工费，推迟5个月后，由验收小组组织工程部、维护部门进行验收移交，不再安排决算。 
工程实地验收的组织和验收内容 
工程验收由验收小组组织，参加人员包括验收小组成员、工程建设实施负责人、施工单位代表、工程维护部门片区负责人（或维护人员）。验收重点是以下几个方面： 
竣工图纸和实际施工是否相符； 
施工安装工艺是否符合相关规范； 
接电接地等关键安全环节是否稳妥可靠；
