关于加强建设项目规划批后管理的意见
为切实加强城乡规划实施的监督管理，确保建设项目按规划审批要XX施，根据《中华人民XX国城市规划法》等法律法规规定，现就加强市区建设项目规划批后管理提出以下意见：
一、明确建设项目规划批后管理职责分工
（一）建设项目规划批后管理是指依法对建设项目实施过程进行跟踪监督管理，其内容包括：规划验线、跟踪督查、规划竣工验收以及对发现的XX建设进行查处。
（二）职责分工：
1、 市规划局负责经市规委会、市规划局办公会议审定并核发《建设工程规划许可证》（副本）的项目的全过程批后管理。对此类项目以及其它在建设工程竣工规划验收中发现的改变建设工程规划许可证确定的内容进行建设等XX建设行为，由市规划局负责查处。市规划局每个月应将经市规委会和市规划局办公会议审定并核发《建 设工程规划许可证》（副本）的项目目录，抄告市城市管理行政执法局。
2、对未领取《建设工程规划许可证》（副本）及其他违反规划要求的XX建设，仍由市城市管理行政执法局负责查处。
（三）市规划局的批后监督管理在建设工程规划竣工验收完毕换发建设规划许可证正本后完结。此后建设单位（个人）未经批准新建的建设均由市城市管理行政执法局负责查处。
