中国农民粮食储备补贴的实现机制研究学生:陈雪指导老师:匡远配湖南农业大学经济学院,长沙 410128 摘要: 本文从粮食安全的交换环节农民储粮出发, 分析了 2000 年以来我国农户储粮有下降的趋势, 储粮过程中损失很大, 但农户储粮在粮食安全上的地位不可忽视, 所以不论从公共经济学角度或粮食安全链条效应上, 还是从农业发达的国外对农民储粮管理上我们都有必要且有可能给予农民储粮补贴。从几大农业发达大国总结了四种补贴方式, 这对我国探索补贴方式是很有借鉴意义的, 但要实现对民间农民储粮行为进行补贴,政府部门不仅有认识上的不足,还有财力上的力不从心, 同时基于中国国情, 在发放过程中也存在真正落实和地区协调方面的困难。基于这些困难笔者在借鉴前人的研究基础上提出了一系列的对策来探索农民储粮补贴的实现机制。关键词: 农民粮食储备补贴必要性困境与实现机制 On the Realization Mechanism of Chinese Peasant Grain Reserves Allowance Student: Chen Xue T utor: Kuang Yuan Pei (College of Economic, Hunan Agricultural University, Changsha 410128, China) Abstract: The main body of the article begins with the peasant grain reserves which on the part of grain storing exchange link. Since 2000, our country peasant household grain stores having the trend ing down , We found grain reserve loss is very big in process , But the peasant household grain have an assignable position on storing up grain in food security , Therefore from the angle mon economics or food security chain effect and still keep an eye on the developed country which encouraged the peasant store grain ,we give the allowance to the peasant is necessary and probably. Based on lots of aboard allowance way I have summed up four kinds allowance way from kinds allowance way from several macro-agriculture countries. As we know these allowance way which from aboard have draw lessons meaning much to our country. Only need to make the allowance given to the peasants who have store grain e true have a lot of difficulties. Firstly government department has not only deep known of the behavior, but also have being unable to do as well as one would wish of financial resources. At the same time owing to China's actual conditions. In the process of the allowance given out, whether the money given on the peasant hand really and enough at last, or the different grain area take the allowance is harmony is existence.
