编组站安全管理信息系统研究.pdf

摘要编组站是铁路运输网络上的关键节点,其工作是由不同部门、多工种联合劳动、共同协作完成的。编组站的安全直接影响着铁路干线和枢纽的畅通和效率,在铁路运输中起着至关重要的作用。本论文在分析编组站安全管理工作的基础上,结合济南西站现状,运用管理信息系统技术,建立了编组站安全管理四个子系统:安全预警子系统、安全评估予系统、救援予系统、安全文化建设子系统。安全预警子系统,在对安全信息进行汇总的基础上,找出当前安全工作的薄弱环节,有针对性地突出防范措施并组织落实,同时提出下一阶段安全工作的重点。安全评估子系统,建立安全评估标准体系,对本企业安全管理中的各部门、各环节进行评估,实施PDCA循环。救援子系统,针对可能发生问题的环节,制定应急救援预案,确保一旦发生事故,将损失和影响降到最低。安全文化建设子系统,明确安全文化和安全管理的关系,树立安全文化的思想观念,建立安全文化建设体系。编组站安全管理信息系统的开发与应用,可以规范编组站的安全管理,提高安全管理的质量和效果,从而确保编组站在运输大动脉的交叉点上的畅通。关键词安全;编组站;信息管理;系统 Abstract TheMarshalling Stationis akey crunode ofthe work whose work is fulfilled by multitype workers of different safety of the Marshalling Station which plays an importment roleinrailway transportation influenced theexpeditor andefficiencyofrailway trucklineandterminaldirectly. Combining theactualstatusofthe Jinanwestem railway station,this paper applies management information system technique todevelop fourMarshalling Station safetymanagement subsystem:safety early-warning subsystem,safety evaluation subsystm,rescue landsafety culturesubsystem. Safetyearly-warning subsystem finds out the weak section ofsafety work at persent andput forwardtheprevention measures next based on theanalysis ofsafety information. Safety evaluation subsystem performs theevalation ofsafety work ofevery department torealizePDCA recurrence through building safety evaluationstandard. Aiming atthe sectionthatmay ariseproblems,rescue subsystem establishes pre-planed emergency response scheme todecline theloseand influence tolowest once takingplace trouble. Safety culturesubsystem isusedto setupthethought ideaofthesafety culture andbuildup thesafe cultureconstruction system. Thedevelopment andapplication oftheMarshalling Stationsafetymanagement information systemcan standardize theMarshalling Stationsafetymanagement and improve the effectofsafetymanagement,thereby insure theexpeditor ofthe Marshalling Station.
