　　《深圳市“十二五”规划纲要实施方案》已经市政府同意，现予印发，请认真组织实施。

深圳市“十二五”规划纲要实施方案
　　《深圳市国民经济和社会发展第十二个五年规划纲要》（以下简称《规划纲要》）是全市国民经济和社会发展的战略性、纲领性、综合性规划，是未来五年的发展蓝图，是编制和实施各区规划、专项规划和年度计划的基本依据，对于建设中国特色社会主义示范市和现代化国际化先进城市，具有重要意义。为全面贯彻落实《规划纲要》，充分发挥规划的统筹和导向作用，确保规划确定的目标任务的顺利完成，制定本实施方案。
　　一、工作目标
　　《规划纲要》经过市五届人大二次会议审议批准，是具有法律效力的综合性规划。全面贯彻落实《规划纲要》，是未来五年政府的一项重要工作，要按照“一年起步、中期见效、五年完成”的目标认真组织实施。

　　一年起步：2011年，《规划纲要》确定的主要目标任务、规划指标体系和重点工程项目全面启动实施，列入《规划纲要》的重点工程和项目视为已经立项，全面进入建设阶段。
　　中期见效：到2013年，《规划纲要》确定的主要目标任务取得实质性进展，主要指标实现“时间过半、任务过半”，重点工程项目按计划推进，战略性新兴产业集聚基地和集聚区初具规模，前海深港现代服务业合作区、光明新区、坪山新区、龙华新城、大运新城、大鹏半岛滨海旅游度假区六大新型功能区进入全面开发建设阶段。
　　五年完成：到2015年，《规划纲要》确定的主要目标任务顺利完成，转变经济发展方式取得明显成效，经济发展质量、社会发展质量、生态发展质量和城市发展质量明显提升，改革创新和区域合作取得突破性进展，实现由
