深圳市停车场规划建设和机动车停放管理条例
（2003年8月27日深圳市第三届人民代表大会常务委员会第二十六次会议通过2003年9月26日广东省第十届人民代表大会常务委员会第六次会议批准）
第一章总则
第一条为了规范停车场规划建设活动，维护机动车停放秩序，保障城市交通协调发展，根据《中华人民共和国城市规划法》和《中华人民共和国道路交通管理条例》等法律、行政法规的规定，结合本市实际，制定本条例。
第二条本市行政区域内的停车场的规划建设和机动车停放管理适用本条例。
第三条本条例有关用语的含义如下：
（一）停车场，是指供机动车停放的各种室内或者室外场所；
（二）机动车停放，是指机动车在停车场、道路临时停放路段和住宅区内的停放；
（三）经营性停车场，是指向社会开放，为机动车提供有偿停放服务的停车场；
（四）非经营性停车场，是指提供无偿服务的停车场；
（五）停车场管理单位，是指负责提供机动车停放服务的专业停车场管理企业或者其他单位。
第四条停车场的建设实行统一规划和谁投资、谁受益的原则。
第五条深圳市人民政府（以下简称市政府）可根据本市机动车增长和停车场发展的情况，制定机动车停放服务发展的有关政策。
政府鼓励个人、法人或者其他经济组织投资建设、开办停车场。
