深圳市社区服务中心设置运营标准(试行)
　　为加快本市社区服务的开展，建立、完善“社区为本”的为民服务平台，根据《中共深圳市委深圳市人民政府关于加强社会建设的决定》与《深圳市社区服务“十二五”规划》的要求，结合全市社区服务发展的实际情况，制定本标准。
　　一、社区服务与社区服务中心
　　（一）社区服务是指依托各类服务设施，以特殊和困难人群为重点对象、以满足全体居民物质文化生活需求为目的，由政府主导、推动和扶持，各类社会主体共同参与提供的各种服务。社区服务主要包括社区公共服务、居民自助互助服务和便民利民的社区商业服务。
　　（二）社区服务中心是社区服务的提供平台，其命名原则是：识别名（所在街道、社区名）＋社区服务中心。对于已经形成服务项目品牌的社会服务机构承接运营的的社区服务中心，其命名可为：服务项目品牌名+识别名+社区服务中心。

　　（三）社区服务中心运营主体由具有独立法人资格的、在深圳市级或区级民政部门登记成立的社会组织，通过参加政府招投标而获得。非参照公务员管理的事业单位、居委会可通过成立民办非企业单位的方式参加政府招投标。
　　（四）社区服务中心运营主体主要从事政府资助或购买的公共服务项目的实施与管理，以及居民自助互助、文化娱乐、信息咨询等方面的服务，根据居民的需求情况，也可以开展必要的经营性服务项目。
　　（五）社区服务中心的运营经费主要来源于政府购买或资助的公共服务项目费用。经营性
