摘要水库移民安置绩效评估是水库移民安置工作中不可分割的一部分,水库移民安置绩效评估不仅为水库移民安置工作提供数据和技术支持,也是整个移民安置的有力保障。水库移民绩效评估工作的好坏,直接关系到水库移民安置工作的成败,进而影响到整个水库工程建设和运行管理能否顺利进行并发挥正常经济效益,关系到社会的安定团结。而评判水库移民安置工作好坏的有效方法之一就是加强对水库移民安置工作进行绩效评估。本论文重点对我国开发性水库移民安置绩效评估指标体系进行了研究。系统地分析了开发性水库移民安置绩效评估体系的构建流程,在开发性移民安置目标的指导下提出了新的绩效评估指标体系,采用模糊综合评判法,结合温州珊溪水库移民安置的调查数据和相关报告,通过实证分析和研究对开发性移民安置绩效评估体系进行验证,并从人力资源的视角对开发性水库移民安置绩效评估进行再思考,通过分析提出,实现开发性移民,解决移民安置不和谐矛盾的关键在于做好移民人力资源工作,并在此基础上提出建议,充实和深化了开发性水库移民安置绩效评估的研究。关键词:开发性水库移民绩效评估指标体系模糊综合评判法 Abstract Performance evaluation ofthereservoir resettlement is allindivisible part of reservoir resettlement not only provides data and technical supports for reservoir resettlement,but alsosupplies astrong guarantee for 1)e*formance tothesystem directlyinfluences the ess ofthe reservoirresettlement, and italsoaffects thewhole reservoirconstruction,the operation andmanagement which play avitalimportance on theeconomic effectiveness andthe socialstability and ofthemost effective methods ofjud西ng reservoirresettlement works is tostrengthen theperformance evaluation ofthe reservoirresettlement.
