为加快发展我市老龄事业，根据中共江苏省委省政府《关于加快我省老龄事业发展的意见》（苏发〔2009〕5号）、《江苏省“十二五”老龄事业发展规划》（苏政发〔2011〕178号）和常州市委市政府《关于加快老龄事业发展的实施意见》（常发〔2010〕37号）、《关于大力推进民生幸福工程的意见》（常发〔2011〕31号），结合我市实际情况，制定《常州市“十二五”老龄事业发展规划》。
