美丽乡村行动计划

一、总体要求
1、指导思想。认真贯彻落实科学发展观，以“三化”同步推进为导向，以统筹城乡综合配套改革为动力，以深化提升“千村示范、万村整治”为载体，着力推进农村生态经济体系、生态人居体系、生态文化体系和生态环境体系建设，突出重点、连片推进、打造精品，着力建设科学规划布局美、村容整洁环境美、创业增收生活美、乡风文明身心美的宜居、宜业、宜游美丽乡村。
2、总体目标。力争至2015年，全市80%以上的农村创建成为美丽乡村。2011年全市20%以上的农村创建成为美丽

——坚持统筹规划、梯度推进。坚持市域一体规划。在空间布局上，根据村庄区位、人口、产业、生态、历史、文化等不同条件，因村制宜地确定创建重点，力争各个村庄形成独特魅力，打造美丽乡村建设的“一村一品”。在工作步骤上，设立达标村、示范村、精品村的梯次培育体系，分层次、分阶段推进美丽乡村建设。
——坚持因地制宜、分类指导。在实现科学规划布局美、村容整洁环境美、创业增收生活美、乡风文明身心美的基础上，城中村、镇中村、园中村着力推进旧村改造，突出产业发达、高度融入城市文明的特点；中心村着力推进人口集中、产业集聚、功能集成，突出要素集约、基础完善、群众生产生活便捷的特色；山区村突出生态环境优美、生态经济发达的特色。
——坚持项目推动、重点突破。重点选取连线连片的风景秀丽区块，以建设重点工程的办法，高起点规划、高标准建设、高强度实施，努力打造一批独具魅力、令人向往的精品区块。通过“点”上的重点突破，带动“面”上的整体提升，逐步形成点上有特色、面上成规模、整体大变化的美丽乡村建设格局。
——坚持以人为本、幸福优先。始终把和谐幸福作为美丽乡村建设的出发点和落脚点，更加注重保障和改善民生。始终把农民的利益放在首位，充分发挥农民群众的主体作用，尊重群众的知情权、参与权、决策权和监督权，引导农民参与美丽乡村建设。
