山东基建股份：负责济青高速公路、104阴黄河大桥、滨州黄河大桥的运营管理等工作，于2002年3月18日在上海证券交易所挂牌上市，是山东省第一家路桥类上市公司。
各高速公路分〔子〕公司： 就所辖道路分段设立高速公路管理处，为高速公路的基本管理单元，对高速公路进行直接的收费和养护管理。
威海市商业银行： 是公司控股的股份制商业银行。
信息管理总中心： 主要负担高速公路信息管理系统的规划、信息调度管理、服务工作。
开发总公司： 负责济青高速公路沿线的综合开发以及设备、材料、物资供给等工作。
