of rural drinking water sources, protection of drinking water sources in rural areas by the end of th选择价值（option value）是人们虽然现在不使用某一环境，但人们希望保留它，这样，将来就有可能使用它，也即保留了人们选择使用它的机会，环境所具有的这种价值就是环境的选择价值。有指人们虽然不使用某一环境物品，但该环境物品仍具有的价值。根据不同动机，环境的非使用价值又可分为遗赠价值（bequest value）和存在价值（existence value）。如濒危物种的存在，有些人认为，其本身就是有价值的，这种价值与人们是否利用该物种谋取经济利益无关。
无论使用价值或非常使用价值，价值的恰当量度都是人们的最大支付意愿（WTP），即一个人为获得某件物品（服务）而愿意付出的最大货币量。影响支付意愿的因素有：收入、替代品价格、年龄、教育、个人独物偏好以及对该物品的了解程度等。

市场价格在有些情况下（如对市场物品）可以近似地衡量物品的价值，但它不能准确地度量一个物品的价值。市场价格是由物品的总供给和总需求来决定的，它通常低于消费者的WTP，二者之差是消费者剩余（CS）。三者关系为：

人们在消费许多环境服务或环境物品时，常常没有支付价格，因为这些环境服务没有市场价格，如游览许多户外景观时。那么，这时这些环境服务的价值就等于人们享受这些环境服务对所获得的消费者剩余。有些环境价值评估技术，就是通过测量这一消费者剩余，来评估环境的价值。环境价值也可以根据人们对某种特定的环境退化而表示的最低补偿意愿（WTA）来度量。
环境的价值与人类的健康价值密切相关联的.[2][3]环境污染的主要危害是人体健康损害，控制污染的主要效益是健康效益。据Freeman，1978年美国从控制环境污染获得的总效益中，健康效益占64% ；同年从控制大气污染获得的总效益中，健康效益占73% 。而人类的健康价值是与日俱增的，尤其是人的生命价值是与日俱增的，因此环境的价值也是随时不断递升的。这就是环境价值的特殊性，这一点也极易被人们所忽视。环境价值的递增速度往往远大于通货膨胀的速度，因此将环境价值的递增速率设定为每年10%-20%是比较符合实际情况的，也是与人类的健康价值不断递增的规律相符合的，因此我们可以设定环境影响价值递增速率(用
