“5号文件”，学习全国统战工作会议的重要精神，学习各级党组织关于统战工作的有关文件和指导方针，确保在正确的思想指导下开展盟务工作。
民盟兴平总支的四个支部，除参加总支组织的学习活动外，还认真组织支部独立学习，开展丰富多彩的活动。西郊支部，人员集中，他们在淡立茂、刘杰同志的带领下经常碰头，组织学习，探讨扎实有效的盟务活动。
五年来，按照盟市委的统一部署，我们还积极开展了读书活动，特别在地方文化宣传、研究和推介上，尽心尽智、勉力而为，盟员冯高义、王化兰、田烨、杜键、高先正、余联宪、杨彦荣、孟建仓、马逸空、侯鲜霞等人在各种报刊杂志上发表相关论文多篇，盟员谢浩、薛小舟在省、市级书画展览中获奖。退休盟员段万明、查俊卿、闫如意等人，组织意识强，学习热情高，不但积极参加总支及各支部的学习活动，而且经常提出许多珍贵的建设性意见。
通过加强政治理论学习，盟员政治思想素质得到了提高，确保了各位盟员在工作中贯彻落实科学发展观，为开展盟务活动奠定了坚实的理论信念，也极大地增强了盟员投身兴平经济建设、社会发展的积极性。

五年来，盟总支在民盟咸阳市委、中共兴平市委市政府的领导下，积极有序地开展民主监督、参政议政的工作。
李随明、淡立茂、王化兰等同志充分利用自己的人力资源，工作优势，千方百计与“四大家”、统战部沟通、协调、联系，为开展盟务活动提供了必要的条件。
参加人大、政协的盟员同志，每年在两会召开之际，积极撰写提案议案。五年来共提交提案议案80余份，许多提案议案内容广泛，建议中肯，具有前瞻性、预见性、可行性。得到市委市政府领导和有关方面的充分肯定，多个提案已经得到实施。
盟员同志积极参与各种社会活动。2008年教师节，在统战部的安排下，冯高义、杨省团同志慰问看望石铺小学、羊圈小学师生，现场讲话，鼓励学生面对困难，树立勇气，迎接生活挑战。淡立茂、王化兰、田烨等人先后多次参加了人
