一、思路
供销社如何在新农村建设中发挥好作用，实现自身的价值，确立自己的定位，拓展自己的发展空间，这是事关前途命运问题。供销社是农民的合作经济组织，为农服务、促进农业和农村经济发展、增加农民收入是供销社的神圣历史使命。在“新网工程”建设中，供销社始终坚持以科学发展观为指导，坚持“为农服务”的办社宗旨，以建设“四大流通服务骨干网络

”为重点，以龙头企业和重点项目为带动，通过现代流通方式改造、提升、整合、优化传统经营网络，扩大网络覆盖面，提高网络运营水平，提升为农服务能力，加快构建运转高效、功能完备、城乡并举、工贸并重的农村现代经营服务新体系，努力发挥供销社在农业社会化服务和农村现代流通中的重要作用，提高农民的消费层次和消费水平，促进农业生产和农村经济的发展，为推进我省城乡统一协调发展和新农村建设作出新的贡献。
二、原则
1、坚持市场运作、政府扶植的原则。一方面立足自身发展资源，遵循市场规则，顺应市场需要，充分发挥市场机制对网络建设资源的基础性配置作用；另一方面在网络规划、总体布局、土地供给、资金筹集、技术进步、税收征管以及在处理供销社历史遗留问题等工作上，积极争取各级政府的扶持，保证网络工程建设的有序推进。
2、坚持突出重点、统筹兼顾的原则。一方面将有限的资源集中起来，优先扶植带动效应强的龙头企业，促进优势资源向龙头企业集中，培养壮大一批市场竞争力强的企业，使其尽快成长为农村现代流通服务网络的重要节点和供销合作社为农服务的重要枢纽。另一方面，为保证各区域农村经济均衡发展和农民同等享受网络资源的权力，在保证重点投入的同时，也要兼顾一般，对网络基础设施建设落后，网络覆盖率低的地区加大投入，扩大网络的辐射范围。
