（4）组建机动快速应急分队
快速应急分队直属管理处管理，负责突发事件的快速反应处理。它的特点是机动灵活，基本职能是：区内外巡逻、快速支援、便衣监察、机动。

巡逻人员实行24小时不间断巡视，确保及时发现问题和处理问题，巡逻人员采用徙步巡逻方式。

车辆管理的重点是防止车辆乱放及车辆丢失，要做到这一点，首先要搞好停车场的建设。
位置规划
车辆可分为机动车和非机动车两类，机动车可分为汽车、摩托车等。如果各种规格的车辆混杂存放，既不利于车主，也不利于管理人员的管理。为了避免这种混乱状态，管理处把停车场库的区位作适当划分，以下是停车场库划分的一个构想：

对于机动车，我们将根据大楼的整体规划，实施以下管理措施：
了解各机构车辆情况，实行便捷停放。
实施停车专用车位制度
办公楼区域道路设减速坡，限制车辆速度。
严禁无牌车进入停车场。
做好宣传工作，除在标识牌上标明车辆停放标志外，平时也做好相应宣传，发动大家自觉遵守停放规定。
