决议、自治区党委书记讲话、政协主席讲话当中。自治区政府主席王正伟所作的政府工作报告，回顾工作实事求是，全面客观，安排2012年工作，目标切合实际，思路清晰，任务明确，措施得力，既有前瞻性，又有科学性和可行性，完全符合我区实际和人民意愿。
（一）政协宁夏九届委员会常务委员会工作报告重点内容
自治区政协主席项宗西受政协宁夏九届委员会常务委员会的委托，向大会做了工作报告。报告从六个方面回顾了自治区政协2011年的工作：一是加强学习，提高素质，不断夯实履职思想基础；二是围绕中心，服务大局，认真有序开展政治协商；  三是关注热点，注重实效，积极稳妥推进民主监督；四是深入调研，广献良策，扎实有效开展参政议政；  五是协调关系，化解矛盾，发挥优势促进社会和谐； 六是健全制度，提升水平，切实加强政协自身建设。在总结一年来的工作实践，报告指出，人民政协只有主动融入和谐富裕新宁夏建设的大业之中，与党委、政府在思想上同心、在目标上同向，在工作上同行，才能在科学发展、跨越发展的征程中建功立业；只有努力形成党委重视、政府支持、政协主动、部门配合、社会认同的工作局面，才能在工作中争取主动，在履职中取得实效；只有准确把握人民政协的性质，充分发挥政协的独特优势，才能在推动科学发展、促进社会和谐中发挥不可替代的作用；只有以改革创新精神推动工作实践，努力使政协工作把握规律性、体现时代性、富于创造性，才能永葆政协工作的生机与活力。
