生物医药产业是当今世界极富活力的先导性、战略性产业，具有高技术、高投入、高收益、高风险、低污染的特征。业内普遍认同在未来3至5年内，中国生物制药业将会保持每年25%左右的发展速度快速增长。
由于生物技术药物一般是来自人体自身的蛋白，因而普遍认为生物技术药物副作用小、安全性高。生物技术药物在肿瘤、心血管疾病、糖尿病、自身免疫性疾病、遗传性疾病等当今五大疾病的治疗中发挥了重要乃至不可替代的作用。从世界范围来看，生物医药产业目前正处于生物医药技术大规模产业化的开始阶段，虽然国际上生物制药的发展只有短短二十几年历史，但生物制药领域却云集了26 种年销售额超过10亿美元的“重磅炸弹”，而且大多数是最近几年批准上市的产品。预计到2020 年之后生物制药产业将进入快速发展期，并逐步成为世界经济的主导产业。

三、经济产值
目前，沈阳市生物制药产业的经济总量及生产规模逐年攀升，发展速度持续稳定增长，经济运行质量和效益不断提高，在医药产业中的支柱作用越来越明显。
“十一五”，我市生物制药工业总产值年均增幅30%以上，年均利税增幅接近70%，高于医药行业总体增幅，是增长最快的子行业。
生物制药占医药行业比重逐年增加，2005年生物制药总产值占医药产业的12%，2009年，%，2010年生物制药实现总产值48亿元，%。
