摘要I摘 要 事业单位养老保险制度是我国社会养老保险制度的重要组成部分,但是计划经济体制下建立起来的事业单位退休金制度无法适应社会主义市场经济体制的要求,并且在事业单位养老保险体系的构建与探索过程中发现诸多问题,严重影响了社会的公平与和谐。因此改革事业单位养老保险制度,建立完善的符合中国国情国力的社会保障体系势在必行。论文通过对事业单位养老保险制度改革和养老保障体制建设与发展进行深入的研究和分析,认识到实践中所存在的问题,并根据相关理论与实践经验提出相应的解决对策。论文以社会保险公平理论、公共管理规范理论和公共产品供给理论为基础,分析了我国推进事业单位养老保险制度改革的内在逻辑,进而从试点改革的现状以及存在的问题进行分析,说明了现阶段对我国事业单位养老保险制度进行改革的必要性;并进一步对事业单位养老保险制度改革存在的难点进行分析,提出了制度基础不规范、事业单位内部复杂与养老保险金征缴难度大三个因素的观点。在此前提下,提出了我国事业单位养老保险制度改革的原则,并从完善养老保险制度等三个方面阐述了改革事业单位养老保险制度的对策措施。关键词事业单位养老保险制度改革Abstract IIAbstract Institutions in the pension insurance system is an important part of China's social pension insurance system, the pension system of the institutions established under the planned economic system can not adapt to the requirements of the socialist market economic system, and to build the institutions of the old-age insurance system and Exploration found many problems in the process, has seriously affected the fairness and harmony of the society.
