。坚持对内宣传和对外宣传相结合。在对内宣传上，一是召开了动员大会，二是各单位认真组织学习了“回头看”实施方案，三是开办了学习园地和专栏，四是在内部网站上设置了行评“回头看” 工作专栏；行评开展以来在对外宣传上，一是向纳税人发放宣传资料，让纳税人了解我们行风评议“回头看”的主要内容，以利于纳税人参与举报和监督，二是对外设立举报箱和举报电话，欢迎全社会和广大纳税人监督。活动开展以来，先后举办行评宣传专栏2期，市、县报纸刊登信息4条，广泛宣传，大造舆论，促使行评“回头看”工作形成良好氛围。
二、联系实际，肃清问题，开展好自查自纠工作。
为了保证查找问题的全面性、针对性和客观性，紧紧联系实际，围绕三查三看：一是查整改情况，看2010年查摆问题是否全部整改到位，有无反弹情况；二是查制度落实是否严格，看去年在行评期间所建规章制度是否落实到位；三是查是否出现新的问题，看当前还存在哪些损害纳税人利益的突出问题。同时积极在系统内外开展“五评”活动。
一是自我剖析，开展内评。机关各股室、各分局紧密联系思想实际及行风现状，围绕着三查三看，认真展开自查剖析，共组织上报自查剖析材料16份，个人自查自纠表170份，自查面达到100%。通过内评，查出了服务质量不优，态度较差；工作飘浮，业务不精，服务本领不高等问题。针对这些问题，我们通过强化教育，狠抓整改，提高素质；开展
