V Research on the Analysis and Optimization of the Innovation Culture System of Chinese Academy of SciencesABSTRACT In the recent years, to improve the self-reliant innovation ability, Chinese Academy of Sciences (CAS) became a sign to promote China's scientific and technological development and to build an advanced culture, by building the knowledge innovation project and the innovation culture, perfecting continually the institutional mechanism, and promoting drastically the research supporting system. As included in the national program for medium- to long-term scientific and technological development, the building of innovation culture of the CAS was carried in a deep-going way. Under this background, how to carry out a research of the relation between the innovation culture of the CAS and its scientific and petitiveness, how to further explore the effective cultural management to enhance the scientific and technological innovation ability of scientific research academies and institutes, how to grow and optimize the innovation culture system of the CAS, and how to give full the leading effect of the innovation culture system of the CAS, they are the CAS’s major issues which must be given more attention to and need to be resolved on the theory anization culture, this paper introduce systematically the background of the building of innovation culture of the CAS, and analysis the development history of the building of innovation culture of the CAS. In view of the above, this paper builds an effect evaluation model of the building of innovation culture of the CAS from four perspectives. Taking Nanjing Branch of the CAS as an example, this paper also conducts diagnosis and analysis of the current situation of the innovation culture within Nanjing Branch’s five scientific research institutions by way of questionnaire, elicits the key points to enhance the scientific and petitiveness and finds out the part of the existing culture which is patible with it
