黑龙江垦区中小学“百校万人”拒吸第一支烟签名活动方案
根据《烟草控制框架公约》及《公共场所管理条例实施办法》的要求，大力广泛宣传控烟活动，营造无烟环境。当前，中小学生吸烟问题越来越引起全社会的广泛关注。实践证明，在青少年中开展控烟宣传教育活动，使青少年远离烟草，拒吸第一支烟是降低青少年吸烟率，从根本上减少烟民的有效途径。为此垦区疾病预防控制机构将在5月31日无烟日到来之前与垦区中小学校联合开展百校万人拒吸第一支烟的大型签名活动。具体要求如下：
一、活动时间：定于5月28日至5月31日。
二、活动地点：当地学校校园操场或礼堂。
三、活动内容:
1、大型签名活动；
2、办一期控烟健康教育讲座；
3、校内出一期控烟宣传板报；
4、悬挂“小小一支烟，危害万万千”和“我承诺，我履约”的条幅。
四、参加人员：在校学生及教职员工，疾控中心工作人员及其它有关部门领导及宣传媒体等。
五、活动组织安排：
1、当地疾病预防控制中心负责印制签名横幅及悬挂的条幅，准备黑色签字笔20至50支，也可用普通用笔签字；同时为学校师生举办一场控烟宣传健康讲座；
