盐城市市区户外广告专项规划是盐城市城市规划的一个组成部分，也是城市环境、城市景观设计规划的一个重要方面，它应充分体现盐城“水绿湿地、盐白滩涂”的城市景观特征和人文内涵，显露出一个正在迅速崛起的中型城市所特有的现代性、包容性和创新竞争力。
户外广告是盐城整体市容市貌的组成部分，不能游离于城区各功能区域的环境之外，更不能与原有的城市风格大相径庭。户外广告的商业价值应更多地通过广告的文化价值和环境价值体现出来，应有助于城区环境质量的整体提高。
