第十三条　市城管执法部门应当定期组织相关部门对户外广告设置规划和户外广告设置技术规范的实施情况进行评估，认为确需修改的，应当及时组织修订。
第三章　设置许可
第十四条　设置户外广告应当符合设置规划和设置技术规范，依法办理许可手续。未经许可，任何单位和个人不得设置户外广告。
第十五条　广告经营者设置户外广告获取经济收益，占用公共空间资源，除本办法第三条第三项规定的自设门头牌匾外，均应依法缴纳户外广告资源有偿使用费。
第十六条　户外广告设置实行统一受理、并联审批制度。
户外广告设置申请，由市城管执法部门统一受理。
高速公路及国道、省道及县乡公路用地范围内（包括建筑控制区）设置户外广告的，应于非公路标志设置许可批准后，向市城管执法部门提出申请。
