第四条 村民住房和拆迁安置房建设应坚持符合规划、节约用地、相对集中、依法审批等原则。
第五条 村民住房和拆迁安置房建设实行分区控制管理。
A类控制区­­­­­：城市总体土地利用规划确定的建设用地范围和因城市建设需要的重点控制区，面积约271平方公里，该控制区内的村民住房和拆迁安置房必须实行集中联片，统规统建。
B类控制区：城乡规划需要严格控制的区域。该控制区大致范围为：东以武广高速客运铁路线为界，南至湘江，西至潭衡西高速公路，北至松木工业园用地北端，围合的区域范围内除A类控制区以外的区域，提倡统规统建，允许统规自建。
C类控制区：城市总体规划确定的城市规划区内除A、B类控制区以外的其他区域，实行规划控制，村民自建。
A、B、C类控制区的具体范围以市城乡规划主管部门的控制范围图为准。
控制区范围根据城乡规划和城市发展的实际,确需调整的，由市城乡规划主管部门提出意见,报市人民政府批准后发布。

第二章 组织机构

第六条 市人民政府成立衡阳市城区村民住房和拆迁安置房建设工作领导小组，对全市安置房、农民统规统建、统规自建三类建房实施组织领导。由主管副市长任组长，市政府分管副秘书长任副组长，市发展改革、国土资源、财政、城乡规划、住建等部门主要负责人、四个城区人民政府区长、高新技术产业开发区、松木工业园、白沙洲工业园主要负责人为成员。联合审批委员会下设办公室，由分管副秘书长兼任办公室主任，办公室设城市工作办公室，办公室成员由各职能部门相关人员组成。
第七条 城区人民政府、高新技术产业开发区、松木工业园、白沙洲工业园是中心城区征地拆迁、安置房建设、统规统建的责任主体。主要负责组织编制村庄布局规划、乡（镇、街道）规划、村庄规划、村民住房及安置房修建性详细规划；负责辖区内村民住宅的普查，登记造册，建立档案；负责拆迁安置房的摸底调查和安置房方案的制定；负责审查村民建房申报资料；组织协调村民宅基地和拆迁安
