    四、迅速行动，注重效果，增强责任意识。各地、各部门要根据《象山县省级卫生县城复查迎检工作实施方案》的具体要求，逐项抓好落实。各专业组、各地、各部门要注重沟通联系，互相尊重、相互支持，齐心协力将创建工作任务落到实处。一是建立健全工作责任制。各街道和各有关部门要制订相应的工作方案，对目标任务和责任进行再分解、再落实，并建立切实有效的创建责任制，定任务、定进度、定责任，做到一级抓一级，一级对一级负责。同时，要建立健全创建档案资料，明确人员专门负责档案的收集、汇总、整理和保存，以备验收时查阅。二是健全监督机制。对省级卫生县城复查迎检工作，县委、县政府开展经常性督查，新闻单位要加强舆论监督。还要通过市民评议活动，发挥群众的监督工作。三是完善考核激励机制。将省级卫生县城复查迎检工作纳入县委、县政府对各部门、单位年度考核内容，对创建成绩显著的单位和个人，要给予表彰和奖励；对措施不力、行动迟缓、问题突出的单位和领导，要给予批评教育，限期整改。四是建立健全长效管理机制。加快建立县、街道、居委会、社区多管齐下、相互联动的管理模式和长效机制，切实解决管理职责不清、推委扯皮、管理粗放的问题，努力实现城市管理精细化、有序化、规范化。各街道和各部门、单位要严格按照省级卫生县城复查迎检工作实施方案的要求，立即部署，层层动员，快速行动，既要定方案，又要抓实施，更要看效果，确保通过省级卫生县城复查。
