21世纪是人类城市化进程的一个全新时代,中国作为世界上人口最多的发展中大
国,目前正处于城市化加速发展时期。中国的城市化将是21世纪令世人瞩目的历史性社
会结构变革。本文运用城市化基本理论尤其是城市化动力机制作用理论,从中国特色城
市化进程与政府行为的关系入手,通过分析我国城市化的发展历程和发展趋向,认为政
府主导型城市化是中国特色城市化发展的根本特点,政府行为是中国特色城市化动力机
制中的关键因素,对中国特色城市化进程的作用既有积极的也有消极的。因此政府行为
优化是推进中国特色城市化进程最关键的力量。在此基础上针对当前中国特色城市化发
展所面临的实际问题,明确提出了优化政府行为的目标、原则,以及具体途径。
本文的主要内容:第一部分,前言部分。简要论述本论文选题背景、选题意义、研究
方法、可能的创新和不足之处。第二部分,城市化理论介绍并对中国特色城市化进程进
行了历史考察。主要阐述了城市化的概念、指标体系、基本规律以及动力机制等内容,
进而对中国特色城市化进程进行了必要的历史回顾。第三部分,政府行为与中国特色城
市化关系的理论分析。阐释中国特色城市化具体内涵,指出政府主导型城市化是中国特
色城市化的根本特征,并对政府行为的作用尤其是消极作用进行了分析。第四部分,围

Abstract
The 21st century is an absolutely new times in the process of human’s urbanization. As a
big developing country with the largest population in the world, China is in the period of
accelerating development of urbanization . China’s urbanization will be a historic reform in
social structure , which would attract the eyes of the world people in the 21st century .The
article applies to the basic theory about urbanization especially the theory about dynamic
mechanism of urbanization, and analyses the development course and trend of our country’s
urbanization ,starting with the relationship between the process of the urbanization with
Chinese-Feature and the behaviors of governments . The article considers that the
Government-Domination urbanization is the fundamental characteristic during the
development of the urbanization with Chinese-Feature , and that the behaviors of government
are critical factors in the nynamic mechanism of the urbanization with Chinese-Feature ,
which brings not only positive effects but also negative ones . So government behaviors
