〔4〕主要劳动力常年患重特大疾病且无其他劳动力，经济负担沉重，严重入不敷出的家庭；
〔5〕供养未成年子女或赡养老人，生活特别困难的单亲家庭。
补助标准为每人每月170元。
：
〔1〕家庭主要劳动力经当地二级甲等以上医疗机构认定患有癌症〔各系统恶性疾病〕、肾功能衰竭、心脑病〔指肺心病、冠心病、风心病、心肌病中心功能三级以上的〕、脑出血、脑血栓后遗症、重症肝病〔肝硬化晚期、肝腹水〕、糖尿病〔胰岛素依赖型〕、尘肺病、类风湿病〔肌肉、关节、心肌改变〕、白血病或家庭成员中有麻风病、艾滋病感染者等病种，局部丧失劳动力，根本生活困难的家庭；
〔2〕家庭主要劳动力因智力残疾、肢体残疾、精神残疾等原因，局部丧失劳动力，根本生活困难的家庭；
〔3〕子女因病因残无赡养能力、单独生活且年龄在70岁以上的老年人；
〔4〕供养大中专学生或高中生，造成生活明显困难的家庭；
