系乳品生产企业与农户之间的桥梁，提高群众养殖水平，增强我镇畜牧业的竞争力和抗御各种自然风险的能力，实现畜牧业突破性发展，使畜牧业产值占农业生产总值比重不断增加。
(三) 加大劳务技能培训，扩大劳务输出，通过劳务输出带动农民增收致富。建立健全职介队伍，在五年期间，力争组织农村富余劳动力外出务工，加大劳务技能培训，新增劳务输出1000人次。
(四) 做大做强特色产业，积极推进农业产业化。我镇是一个农业大镇，农产品资源丰富。“十二五”期间将立足于流曲实际，充分发挥协会作用，将资源优势转化为产业优势，以流曲琼锅糖产业园区建设为突破口,以QS认证为契机，加快推进琼锅糖产业公司化经营,2015年前完成公司化改制5户以上，建成流曲琼锅糖产业园，将琼锅糖产业做强做精，不断提升产品知名度和市场竞争力。以雪松面粉、宏达面业为龙头，提高农业产业化水平，带动相关产业发展。大力发展设施农业，积极推动农业产业化，到2015年末，力争完成设施农业建设5000-6000亩，使其形成规模。

(一)加强组织领导。在镇委、镇政府的正确领导下把加快产业发展，促进农民持续增收作为今后农村经济发展的重要工作，加强领导，科学谋划，周密安排，因地制宜，明确发展目标和重点，确定重点扶持对象，扶持发展产业大户、龙头
