    户外广告设施的设计风格、造型、色调、数量、体量、形式、位置、朝向、高度、材质应当与周围环境相协调。
第七条  市综合行政执法局会同市规划局等部门组织编制本市户外广告设置规划。
第八条 编制本市户外广告设置规划应当征求有关部门和专家的意见。本市户外广告设置规划报市人民政府批准后公布实施；经市人民政府批准公布实施的户外广告设置规划，不得随意更改；确需调整的，必须按照规定的程序重新批准。
第九条  有以下情形之一的，不得设置户外广告设施：
〔一〕利用交通平安设施、交通标志的；
〔二〕影响市政公共设施、交通平安设施、消防平安设施、交通标志正常使用或者阻碍车辆和行人通行的；
〔三〕阻碍他人生产经营或者影响居民生活、影响他人对建筑物使用权益的；
〔四〕利用违章建筑、危险房屋及其他可能危及平安的建筑物和设施的；
〔五〕利用国家机关、学校、文物保护单位和名胜风景点的建筑控制地带和市人民政府禁止设置户外广告的其他区域的；
〔六〕利用施工工地围挡设置户外广告的；
〔七〕其他损害市容市貌或者建筑物形象的。
第十条  户外广告设施设计、制作和安装应当符合有关的技术
