文化品牌。二是围绕交通运输部提出“十二五”期间实施文化建设“十百千”工程（即打造十大全国交通运输行业文化品牌，创建一百家全国交通运输文化建设示范单位，培养一千名交通运输先进典型），以创建优秀公路道班、“学雷锋车队”等代表品牌为突破口，以创新为动力，以科技为手段，大力发展人文交通，培育特色文化。三是进一步推进机关文化、公路文化、道路运输文化、廉政文化等交通专业文化建设，积极组织开展各项建设实践活动，把文化理念融入日常管理，转化为职工的岗位追求，让广大干部职工在快乐工作中感知文化，在文化建设活动中提升素质，形成用文化的力量推动交通运输事业发展的良好局面。

局属各单位要以学习推广“郭娜陆地航空班”先进典型为契机，全面开展“学先进、树新风、建体系、创一流”主题活动。“学先进”即：学习具有时代精神和行业特点的先进典型；“树新风”即：树立良好的政风和行风；“建体系”即：建设交通运输行业核心价值体系；“创一流”即：创建一流的队伍、一流的业绩、一流的行业。

以继续深入学习“郭娜陆地航空班”先进经验和大力开展“为民服务创先争优”活动为契机，在全系统进一步做好先进人物、先进事迹的宣传、学习、挖掘、培树工作。局属各单位要在认真总结“向郭娜陆地航空班学习”、“为民服务创先争优”活动开展以来好的经验做法，构建长效机制的同时，努力挖掘培树一批具有时代特征和交通风貌的先进集体和先进个人典型，切实把那些立党为公、勤政为民、甘作公仆的典型，勇于创新、开拓进取的典型，立足本职、爱岗敬业、甘于奉献的典型培养起来，宣传出去，引导全系统广大干部职工崇尚
