第三条 市房产行政主管部门负责全市房地产交易的监督管理工作。
市房地产产权市场管理部门具体负责房地产转让、抵押、中介效劳市场的管理工作。
市土地行政主管部门负责土地使用权转让、抵押等权属管理和监督检查工作。
建设、财政、规划、工商、税务、城管执法等部门按照各自职责，配合市房产行政主管部门做好房地产交易的监督管理工作。
第四条 房地产交易应当遵循自愿、公平、等价有偿、老实信用的原那么。
第五条 市房产行政主管部门及其工作人员要依法履行职责，接受社会监督，保护当事人的合法权益，任何单位和个人有权对其违法行为进行举报。
第二章 房地产转让
第六条 本条例所称房地产转让，是指房地产权利人通过合法方式将其房地产权属转移给他人的行为。房地产转让包括：
