国家卫生部医院管理分级标准(1)

一级医院是直接向具有一定人口〔≤10万〕的社区提供医疗、预防、保健和康复效劳的基层医疗卫生机构，是在我国实施初级卫生保健，实现“人人享有卫生保障〞全球目标的基层医疗机构。
一级医院根本标准
本标准是审定一级医院资格的必备条件，到达本标准合格线才能参加等级评审。
根本标准包括以下七个方面：
一、医院规模
应具有与一级医院功能、任务及管理要求相适应的医院规模。

二、医院功能与任务
一级医院应承当本社区的各项医疗卫生效劳和一定的卫生行政管理工作。
〔一〕预防保健
，包括方案免疫、传染病、寄生虫和地方病防治，在上级卫生防疫部门指导下，实施卫生监督管理工作。
，开展妇女、婴幼儿多发病的普查普治，开展婚、育、产系统保健，推广科学接生等工作。

，针对危害社区人群健康的因素，普及卫生知识，提高人群的自我保健能力和整体健康水平。
〔二〕医疗效劳
、多发病的门诊、住院〔含家庭病床〕诊治任务，进行急、重、危病人的维持生命体征的救护，并组织转诊。

医院应有健全的管理体系，有相应的制度、措施、监督、考核与评价。有人分工负责行政管理。业务管理和思想政治工作。
