二、发展思路与目标
“十二五”时期，学校发展面临新的机遇和挑战。一方面，实施《国家中长期教育改革和发展规划纲要》，建设人力资源强国，为高等教育的发展拓展了新的空间；加快富民强省，建设教育强省，需要高校培养培训大量多层次、多类型的专门人才；推进怀化建设区域商贸物流中心，促进多民族地区经济社会全面发展，要求我校更好承担科技创新和社会服务责任。另一方面，全国高等教育市场进一步开放，高校差异化定位、特色化办学日益明显，校际竞争不断加剧；我校地处经济欠发达地区，加快发展与资源紧缺的矛盾相对突出，办学综合实力不强，核心竞争力增长速度不快核心竞争力提高速度不快，改善生存环境及应对挑战的压力较大。
