〔四〕支持建筑业企业转型开展。积极鼓励勘察、设计、施工、监理等企业向交通、电力、水利、铁路等重点投资方向和专业领域拓展，在资质申报时给予重点扶持。对新获得上述行业资质的企业，给予经营班子10万元的一次性奖励。
〔五〕加强建筑业梯队建设。探索招投标市场按资质等级实施分级管理方法。试行政府及国有投资工程〔建安投资概算在2000万元以上〕预选承包商制度。对政府及国有投资工程〔建安投资概算〕在2000万元以下的房建、市政、水利工程建设等工程，参照?镇海区规模以下工程工程施工招标投标实施方法〔试行〕?〔镇政办发〔2022〕69号〕实施招投标〔具体方法另行制定〕。

设立镇海区建筑业开展专项奖励基金，重点支持我区企业打造建筑业品牌和创立优质工程质量奖。
〔六〕鼓励企业创立优质工程。引导企业树立品牌意识，打造精品工程。对在大市范围内工程建设工程获鲁班奖、国家优质工程金奖、国家优质工程银奖、省级“钱江杯〞、宁波市“甬江杯〞优质工程奖、“招宝山杯〞 优质工程奖的主承建企业，分别给予50万元、20万元、10万元、5万元、3万元、2万元的奖励；独
