收入总量很难有大幅度的提高。要使农民更加富裕、收入增加，更早地步入小康社会，最根本有效地就是在大城市和农村之间建设小城镇，以小城镇建设为纽带实现城乡共同开展，开辟新的就业就业渠道和空间，一局部农民进入小城镇，解决一局部农村剩余劳动力的就业转移，化解农村深层次的矛盾，从而使“三化〞落到实处。
2、小城镇建设有利于农村土地的集约，节约有限的土地资源，为实现农村产业化经营打下坚实根底。
农业要开展，农民收入要实现稳步增加，前提是实现农业现代化，土地资源得到合理利用、集中管理、开展规模化经营，集约土地，根据现在农村的开展现状以及几十年甚至上百年来累积下来无规划的陋习，缺乏科学布局，往往住户根据自己的喜好来选址建屋，农村散居现象弊端很大，一是浪费土地,单位建筑用地的使用价值大大降低；二是房屋质量差,平安系数低,农户的生命财产平安得不到有力保障。三是难以形成公共的文化活动场所和科技培训场所,农民文化素质的提高受到限制,经济开展缺乏推动力。四是给农民的日常生活带来诸多不便,如电话线的敷设本钱高,大多数农户用不上电话,信息难以及时传递,农村供电线、供水管、闭路电视线、煤气管道的安装,也由于其线路过长,本钱过高,难以普及,使农村居民的生活水平难以有质的飞跃。这就使得我们必须重视小城镇建设，科学规划，转移和集中农民，才有利于改变以往老屋随意乱建，浪费土地资源的行为，标准其行为，为今后农村产业化经营奠定根底。
