本报讯  〔记者  李琼燕〕记者1月6日从省老龄办得悉，为认真做好我省高龄老人补贴发放工作，省老龄办、省民政厅、省财政厅日前特制定出台了?陕西省高龄老人补贴发放管理暂行方法?，对高龄补贴的发放、管理、监督、惩办等做出严格规定。
    建立高龄补贴制度，是省委、省政府应对人口老龄化的积极方略。凡具有陕西省户籍，年满80周岁以上的老年人，均可享受高龄补贴。其标准为：年满80－89周岁的，每人每月发放50元；年满90－99周岁的，每人每月发放100元；年满100周岁及以上的，每人每月发放200元。
    ?方法?规定，凡具备享受高龄补贴资格的老年人，凭本人?居民身份证?或?居民户口本?原件及三份复印件、本人近期二寸免冠照片〔三张〕，向本人户口所在地的社区居委会〔村委会〕提出申请，填写?陕西省高龄老人补贴申请登记表?〔一式三份〕。高龄老人委托亲属或其他人员办理申请的，须提供本人的委托书和受托人的身份证原件和复印件〔三份〕。
    高龄补贴的发放，原那么上实行按人逐月发放。各县〔市、区〕老龄、财政部门根据实际情况，协调金融机构，为80－89周岁年龄段的老年人办理银行卡〔农合卡〕，通过金融机构实施社会化发放。个别地方不具备社会化发放条件的，可委托乡、镇政府代为发放；90－99周岁年龄段的高龄补贴，原那么上可由县〔市、区〕老龄部门上门发放，有条件的地方，应当通过金融机构实施社会化发放；100周岁及以上高龄补贴，由老龄部门上门发放；高龄老人户籍跨县〔市、区〕迁移的，应在30日内到户籍所在地的县〔市、区〕老龄部门办理高龄补贴发放变更手续，户籍迁出的当月由迁出地发放，自迁出的次月起由迁入地发放。高龄老人长期在外地居住的，应到户籍所在地的社区居委会〔村委会〕备案，并建立有效的联系渠道和联系方式。

    ?方法?要求高龄补贴发放实行动态管理，各主管部门要坚持定期检查与不定期抽查相结合，确保进出合理有序。从事高龄补贴发放工作的相关人员，有未按规定的标准、程序和时限办理审批；出具虚假证明材料；玩忽职守、徇私舞弊，或者贪污、挪用、扣压、拖欠高龄补贴；采取虚报、隐瞒、伪造等非法手段，骗取和冒领高龄补贴等行为的，轻者批评教育或行政处分；构成犯罪的，依法追究刑事责任。
