    2、新城功能定位
    〔1〕兰州新城是兰州城市总体结构的有机组成局部，并将与目前的城市中心共同组成未来“大兰州〞的城市核心，与黄河共同构成“一河两城〞的城市结构，形成“一带双珠〞的城市格局；
    〔2〕新城建设需要弥补城市现代化所必须的公共职能——如商贸流通、国际会展、科技信息中心、文化中心〔如剧院、音乐厅〕、体育中心、金融中心、高档办公与酒店、商业性行政办公设施等；
    〔3〕新城将成为兰州市新的行政中心；
    〔4〕新城将作为未来兰州城市的标志性区域，为市民提供良好的居住、工作和游憩环境，并树立兰州新的城市形象。
