但有的条文两本标准应该一致而未能一致，如：消防电梯前室消火栓是否计入同层消火栓总数的条文规定。?建规?的条文说明说不计入，?高规?在 90年代修订时将原?高规?“不计入同层消火栓总数〞这句话划掉了，但是否计入在条文和条文说明中未予明确，当时考虑这可由工程设计人员自行确定消防电梯前室消火栓是专用还是兼用。如确定专用或是兼用，都应配套相应的技术措施。?建规?和?高规?合并后，就从根本上解决了两本标准条文规定应一致而不一致的问题。
