1、在旅游交通布局上以“一环两线”为核心，建设以高速、一级公路通县外，一、二、三级公路结合通景区的交通配套。“一环”是指环赤木山公路，以鹤溪镇为中心，连接镇周边地区以民族、民俗为主题的畲族风情旅游区。“两线” 是指西线和东线，西线连接东坑镇及周边地区以山、林、涧为主题的休闲养生度假区。东线连接滩坑库区以水、岛为主题的娱乐休闲旅游区。
2、近中期抓好高等级干支线道路建设，远期重点发展东线的水上交通旅游线。充分发挥外舍和新四两个轮渡码头的作用，完善水上游路网络，开辟东线水上旅游线，重点推出以九龙湾岩熔风景为中心的“陆海仙山” 核心景区。
3、加强景区对外道路的景观功能建设，特别是主要景区间的游路，避免形成街市局面，扩大景区视觉美化范围，逐步形成“以点带面、点轴扩张”的旅游开发效应。

1．大力发展有本地特色的我县餐饮业。我县餐饮业以山珍野味农家菜为特色。原料上注重以土特产品、绿色食品为主，开发方法上要注重系列化和标准化，营销上注重品牌化。
