第三章 监督规那么及方式
第九条 监事会开展工作应遵守以下规那么：
〔一〕必须在国家法律、政策规定范围内客观公正地开展监督活动，开展监督事项必须符合集体和大多数村民的利益，提出的意见和建议必须有利于党的方针政策、国家法律、法规和各级党委、政府的决定、决议的贯彻执行，有利于村民委员会正确决议的实施，有利于村内的开展和稳定。
〔二〕审议监督议题、决定问题，要充分发扬民主，实行少数服从多数的原那么，集体行使权力。
〔三〕每月至少召开一次会议。对具体事务的监督，可以酌情适时召集会议。会议由会长召集并主持。
〔四〕每半年向村民代表会议报告一次工作。
〔五〕举行会议必须有监事会成员过半数出席才能举行。表决采用不记名投票方式或举手表决方式进行。
〔六〕举行会议时，可以邀请相关人员列席会议，列席人员有发言权，无表决权。
〔七〕会议议题和表决意见要有书面记录，并经会长和与会成员签字，作为村级档案存档。
〔八〕按照工作职权和监督事项，原那么上实行事前、事中、事后全过程监督。
