第六条 乡〔镇〕人民政府、街道办事处对居住在本地的流入育龄人口的方案生育管理职责是：
〔一〕进行方案生育宣传教育；
〔二〕审查?流动人口方案生育情况证明?〔以下简称?情况证明?〕，并建立登记制度；
〔三〕定期检查流动人口的方案生育情况；
〔四〕组织有关部门提供避孕药具和节育技术效劳；
〔五〕与流动人口常住户口所在地建立联系制度，及时掌握流动人口方案生育情况；
〔六〕依照?条例?和本方法以及各县〔市、区〕的有关规定，对流动人口中的违反方案生育规定者和方案外生育者实施限制、处分和征收方案外生育费。
第七条 乡〔镇〕人民政府、街道办事处对常住户口在本地的流出育龄人口的方案生育管理职责是：
〔一〕进行方案生育宣传教育，催促育龄人口落实节育措施；

〔四〕协助现居住地的乡〔镇〕人民政府、街道办事处处分违反方案生育法规的人员。
第八条 流动人口外出前，必须到常住户口所在地乡〔镇〕人民政府、街道办事处申请办理?情况证明?。
非流动人口外出需要办理?情况证明?的，可按前款规定申请办理。
流动人口常住户口所在地的乡〔镇〕人民政府、街道办事处应严格审核流动人口的方案生育情况，对符合条件的应及时发证
