渠县2022年新农合补偿方案
of rural drinking water sources, protection of drinking water sources in rural areas by the end 本县农村户口(不含正在服役的义务兵)的居民均可以户为单位参加合作医疗，必须是整户参合，城镇户口的居民〔含失地农民〕不得参加新农合。
三、基金分配及使用范围
〔一〕门诊基金
扩大新农合门诊统筹实施范围。门诊统筹和门诊家庭账户基金，供参合农村居民用于一般门诊医疗费用补偿。

1．门诊统筹基金。按当年筹集基金的25%提取，主要用于一般门诊医疗费用〔含一般诊疗费〕补偿。
2．特殊病种门诊大额补偿基金。根据当地特殊病种患病率、门诊就诊率、门诊医疗费用等因素提取一定数额的基金，用于特殊病种门诊大额费用补偿。
〔二〕住院统筹基金
住院统筹基金用于参合农村居民住院补偿。
〔三〕风险基金
风险基金分年度从合作医疗基金中按比例提取。风险基金总体规模应保持在当年统筹基金总额的10％，风险基金占当年统筹基金总额的比例达不到10％的应补充提取，到达10％的不得再继续提取。
〔四〕基金使用范围
基金支出应按照?新型农村合作医疗基金财务制度?和新农合其他相关制度规定的工程和标准执行，不得再将方案免疫、预防保健、健康教育等公共卫生效劳工程〔如狂犬疫苗、新生儿疾病筛查、慢性病调查〕所需经费列入基金支出范围。任何部门、单位、个人不得擅自增加支出工程和随意提高补偿标准。
四、门诊统筹补偿
〔一〕普通门诊费用补偿
1．补偿范围
参合农民当年在本乡镇定点的乡镇卫生院和村卫生站就诊发生的普通门诊费用。
