当人类社会产生阶级和政府的时候，就产生了税收。那时开始，税务文化与诚信，税务文化建设与诚信体系建设就紧紧的联系在了一起，两者相辅相成、相互促进，共同推动着社会文明体系的构建。税收的作用是税收职能在一定经济条件下的外在表现。国家政权是税收产生和存在的必要条件，而国家政权的存在又依赖于税收的存在。没有税收，国家机器就不可能有效运转。同时，税收的这种无偿性是与国家凭借政治权力进行收入分配的本质相联系的,从而到达维护和稳固国家政权的目的。在一定意义上来说，税收文化建设核心的内容就是诚信建设。诚信是一个道德范畴，是中华民族的传统美德。无论在过去、现在，还是未来，诚信对于人类社会文明体系的构建都起着极其重要的作用。诚信，是心灵最圣洁的鲜花，是人类文明的阶梯。人类在构建诚信的同时就促进了税收文化建设。
