随着单独二胎政策的出台，符合生育二孩政策的人数增加；处于生育旺盛期的育龄妇女持续增加；人口出生率的逐年上升；18岁以下人口的逐年增多；老年人口占比上升。这对我们的方案生育、教育、人力资源和社会保障等部门提出了全新的课题
