、乡计生部门每年要在在《中国人口报》、《人口与家庭报》等刊物发表专题。扩大宣传影响力。
构建宣传环境。要在交通要道、集市等人流量较大的公共场所设立大型公益宣传画、标语牌。宣传画要美观新颖、生动感人，宣传标语牌的内容要规范、温馨、贴近群众，富有感召力，要成为社区环境的亮点，讲求宣传实效。每个县城有宣传一条街，乡镇所在地有宣传一条路，县城进出口，乡与乡接壤地必须有一块宣传牌，每个村要刷写6条以上标语，2010年春季县人口计生局要组织人员对各地的宣传环境进行一次检查。
开展宣传活动。要组织开展咨询、培训、知识竞赛、演讲、讲座、文化娱乐等形式多样的群众性活动，通过多种方式让群众获得知识、受到教育。群众活动要精心策划，要有较好的针对性、趣味性和知识性，能够吸引群众积极参与，形成广泛的社会影响。积极开展 “自强女性”评选活动，并推荐上报。每年县人口计生局同县党校在党政领导干部安排社会性别平等培训内容。2010年县人口计生局要对基层计生专干进行社会性别平等培训。与县教育局联合在农村中小学校开展“关爱女孩校园行”活动。
制发宣传精品。各地要积极组织设计、制作一批宣传画册、折页、VCD/DVD光盘、图书等文图音像精品，发放到群众手中，向群众宣传保护妇女儿童合法权益的法律法规和科普知识等，进行广泛宣传。
