中心城市规模较小，，用地规模近4平方公里，规模较小，商贸聚集效益低，又缺乏大型企业支撑，辐射能力不足。除长宁镇的综合职能比较明显外，其他乡镇基本以单一的行政中心为主，兼有传统农产品加工的乡镇企业和小规模的集市贸易，集聚能力和服务功能薄弱，城镇发展的特色不明显，产业同构化现象突出，联系松散，使城镇之间缺乏合理的分工和协作，导致经济发展和空间布局的无序化，难以形成联系密切、相互支撑的城镇体系，新上大项目较少，经济发展后劲不足。
3、乡镇建设水平较低
乡镇普遍存在道路狭窄、路况不佳，供水、污水处理、环卫设施不齐，绿化水平较低，人居环境质量较差。
