三、 主要措施
1. 加强组织领导，健全社区教育的管理体制。
镇政府要进一步加强对社区教育的工作领导，并纳入政府重要工作内容。建立“镇社区教育领导小组”，由镇历任镇长任主任，镇党委宣传委员（分管教育）任副主任，相关部门的主要负责同志为成员。镇社区教育领导小组要定期召开例会，分析、研究社区教育发展过程中所出现的问题，及时落实措施，解决问题,并不断探索社区教育管理模式。
社区教育领导小组下设办公室，办公室设在镇社区教育中心（镇成人教育中心校），具体负责制定镇社区教育发展规划和实施意见，推进规划的落实，并对全镇各社区进行指导、联系、服务，组织培训社区教育的有关人员，协调全镇企、事业单位、村、街道社区和相关部门开展活动，真正使社区教育为“三个文明”的建设作出新贡献。
，提高思想认识。
社区教育具有“全员、全程、全面”特点的区域教育，对于增强社区居民的科学文化素质、思想道德素质，对于维护社会稳定，推动城镇改革与发展，促进社区内的“三个文明”建设都具有十分重要的意义。因此，必须加大宣传教育力度，提高全员思想认识，努力营造社区教育的良好氛围。要通过印发宣传学习材料、布置社区宣传画廊、简报，组织座谈会、报告会等多种形式，大力宣传全民学习、终身学习的新观念、新思想，使广大镇民了解社区教育，从而激发社区内各类组织和成员自觉学习的意识，达到全社会都来关心、支持和参与社区教育的目的。
